The Huizhou District of Huangshan City is seizing the current "golden period" of construction, taking the initiative to provide efficient and precise services, working together to promote the construction and acceleration of key projects, adjusting the structure, and increasing momentum to provide strong support for guaranteeing and improving people's livelihoods, and promoting high-quality economic and social development throughout the entire district.

Entering the PolyCore Advanced Material Co., Ltd. in the Huizhou Economic Development Zone, two PET foam core material production lines are running at full capacity in the first factory building, with workers skilled at their respective posts. The products are arranged orderly according to orders and loaded onto forklifts that shuttle back and forth. In the second factory building, there is the sound of hammers and welding sparks flying with the third PET foam core material production line having completed assembly and the fourth production line now accelerating its installation. According to the plan, this year the company will expand by building four more production lines on the basis of the two already completed lines, achieving a goal of 31,000 tons of production capacity and 120 million yuan of output value. However, when the expansion of the production lines began in early March, there were difficulties such as the inability to free up the original second factory building and insufficient power supply.

　　After learning about the difficulties of the enterprise, relevant departments in the Huizhou District cooperated fully and changed the original "serial" work to "parallel" operation, helping the enterprise to solve the difficulty in the shortest time possible. "In the first half of the year, we will complete the commissioning of the two new production lines, and another two production lines are planned to be completed in August and September," said Yao Shuming, the general manager of the company. "We are confident in making up for our losses during the epidemic and our goals remain unchanged, with no reduction in our tasks."

　　Project construction is the main battlefield of economic work. With the continuous improvement of the epidemic prevention and control situation, the construction of key projects in the Huizhou District is being accelerated comprehensively. "In addition to multiple-point and multiple-face construction, we also adopt the method of working continuously even when it is raining slightly or at night, to ensure that it will be completed and put into production by July of this year," said Hu Jijun, the person in charge of the Huizhou special agricultural and sideline products production and processing project, at the scene on May 3rd.

　　The Huizhou special agricultural and sideline products production and processing project of Huikeshop has a total investment of 130 million yuan and covers an area of 36.85 mu. It is a contracted project of the first Huangshan Development Conference. With the close cooperation of the Huizhou Economic Development Zone management committee and the construction party of the service unit, the four-storey standard factory building and the three-storey cold storage building of the first phase have been capped, and workers are stepping up the interior structural masonry and water and electricity foundation construction. It is understood that after the entire project achieves full production, it can achieve an annual production and processing of 15,000 tons of agricultural and sideline products, with a cold chain warehouse delivering 31,000 tons of agricultural and sideline products annually. It is expected to achieve an annual output value of 800 million yuan and tax revenue of more than 10 million yuan.

　　To ensure the rapid promotion of key project construction, the Huizhou District takes "promoting high-quality development for the year" as the overall starting point, conscientiously implements the work mechanism of "double entry and double output" and "four supervision and four guarantees" for major projects, strengthens the guarantee of key elements, plays the role of project commissioners and specialized teams, actively promotes the construction rate, completion rate, production rate and transformation rate of the projects; secondly, actively promotes major project scheduling, with a focus on solving key problems such as land use, planning, environmental protection, and relocation, strengthening scheduling frequency and pertinence, and effectively solving the problems that restrict project promotion, ensuring early resumption of work and rapid promotion of all types of key projects.

　　According to statistics, in the first quarter, the fixed asset investment in the Huizhou District increased by 7.0% compared to the same period last year, ranking first in the city. Industrial investment grew by 75.9%, accounting for 34.5% of the total investment in the district, an increase of 13.5 percentage points year-on-year. 38 ongoing projects in the Huizhou Economic Development Zone have resumed work, with 37 already under construction and another 9 newly started projects. A total of 14 projects have achieved production.
